As someone who think like a European, is an easy way to describe a Columbian individual, but they also speak as if they were the indigenous and would also dance as if they were of african decent.
As a part of the lexicon of those government officials that were interested in changing the images of their nations, the term "nation branding" had been used as a marketing strategy, and has been used very much loosely, for lack of a better phrase at the current moment.
