The best way to learn another language that is foreign to one's own native tongue would be to spend some time in any preferable country of which is speaking the language that one is looking into learning.
It is much easier to learn a language from the locals and by staying in a habitat where this language is the norm. It is much easier than learning to speak the foreign language from an English speaking tourist.
I cannot think of any other way that would be the best and the fastest ways in which to learn a foreign language.
